If you enabled call forwarding, are you offline? Or, did you enable unconditional call forwarding?
Do you have enough credit? Forwarded calls have a per minute cost like normal outbound calls.
Is the number you entered correct? To make sure it is correct and it is working, try making a call to that number using your Toky account.
If the call is going straight to voicemail, make sure your attention hours are set to "open" at the time you are running your tests.
