For adding new IVR levels you can follow these steps:
Go to the IVR section
Create a new IVR or edit an existing one.
Create a new option and select the action send to IVR and
Click on the Set up new IVR button
Enter the new IVR level name
Add the options you need for this level and make sure you configure the audios as this is a new IVR.
You can also add new IVR levels if you need to, repeating these same steps.
